Delivering Clean Water to Quarry Heights: A Victory for North Castle Families

For years, residents of Quarry Heights in North Castle have faced uncertainty about their water infrastructure. Today, I'm proud to share that a $1.1 million water line project is moving forward—bringing safe, reliable drinking water to this community.

Fighting for Safe Drinking Water

As your representative on the Westchester County Board of Legislators, I've worked closely with the Westchester Joint Water Works and the New York State Department of Health to secure this critical infrastructure investment for District 3.

This $1.1 million water line project for Quarry Heights is part of a comprehensive consent decree finalized in 2024 that addresses Safe Drinking Water Act violations and ensures our communities have access to clean, safe water. The agreement includes $6.8 million in water quality projects across the region, with Quarry Heights receiving dedicated funding for new infrastructure.

What This Means for North Castle

Quarry Heights residents have waited long enough for reliable municipal water service. This new water line will:

  • Provide access to treated, safe drinking water that meets all federal and state standards
  • Connect homes to the Westchester Joint Water Works system, which serves up to 100,000 residents across the county
  • Eliminate concerns about water quality and reliability that have affected property values and quality of life
  • Support the long-term sustainability of this North Castle neighborhood

The project is part of a larger $138 million filtration plant initiative that will treat disinfection byproducts and ensure safe drinking water throughout the WJWW service area for decades to come.

Persistence Pays Off

Getting water infrastructure projects approved and funded requires patience, technical expertise, and the ability to work across multiple levels of government. This project involved coordination between:

  • Federal EPA officials enforcing Safe Drinking Water Act compliance
  • New York State Department of Health setting water quality standards
  • Westchester Joint Water Works managing the regional water system
  • Town of North Castle addressing local needs
  • County Board of Legislators ensuring constituent concerns were heard

As someone who represents North Castle on the Board, I made it a priority to ensure Quarry Heights wasn't overlooked in these negotiations. Every neighborhood in District 3 deserves access to essential services, and clean water isn't a luxury—it's a necessity.

Moving Forward

The consent decree also includes a $5.7 million lead pipe replacement program that will benefit communities throughout Westchester County, protecting children and families from lead exposure. These investments demonstrate what we can accomplish when we work together across party lines to address real infrastructure needs.

I attended the groundbreaking ceremony for the Rye Lake filtration plant, which represents a $172 million investment in our water future. From that regional project to the focused work in Quarry Heights, we're building infrastructure that will serve Westchester residents for generations.
